The Municipal Regional Permit (MRP), which was first issued by the San Francisco Bay Regional Water Quality Control Board in 2009 and which governs how stormwater is managed in municipalities in the counties of San Mateo, Santa Clara, Alameda, Contra Costa and the cities of Fairfield and Suisun as well as the City of Vallejo and the Vallejo Flood and Sewer District, operates on a five-year cycle. The MRP, consistent with Title 23, California Code of Regulations, requires that permittees submit a permit application for reissuance of discharge requirements under the municipal NPDES permit (referred to as the Report of Waste Discharge) for stormwater discharges from jurisdictions’ municipal separate sewer systems (MS4s) within 180 days of the expiration of the current permit term. The Report of Waste Discharge includes an application form and transmittal letter, along with a suite of documents and reports produced by permittees during the expiring permit term and lists of priority issues and records of discussions on proposed changes to the permit being considered for the next term. The San Mateo Countywide Water Pollution Prevention Program (SMCWPPP) submits the Report of Waste Discharge to the San Francisco Bay Regional Water Quality Control Board on behalf of the San Mateo County Permittees.
